Sinclair. 1997. Multiple paths: The legislative process in the House of Representatives. in Classics in Congressional Politics.

Outlines the several possible rules that can be attached to a piece of legislation and how they affect floor consideration of a bill. Interesting as a factual resource, but not much of theory here (other than the implication that rules matter, and a change in the rules leads to a change in which groups and interests are empowered).

Weisberg et al. (1990) include this reading as a contrast with the norms-based literature.
