[edit] In BriefAsher wants to know how quickly freshman Representatives (in the house) learn House norms. He surveys them once immediately after their arrival in the House (late January) and again a few months later (May). He finds that little changed during this time. Thus, the freshmen quickly learned the rules (before the first survey) or, more likely, had already learned them from previous experience (e.g. in state legislatures) or from their campaigns.
